Some publishers have refused to make their titles available in e-book format to libraries, or have put restrictions on them, limiting the ability of libraries to acquire and lend them. Some publishers sell to individual libraries but not to consortia such as CLAMS. Libraries and the American Library Association have been working to get some of these restrictions lifted, in order to permit greater access to e-book formats for their patrons.
